行政行为选择的伦理模式及作用

摘　　要：文章从行政行为选择的伦理动因出发,把行政行为选择的伦理模式分为四种,即义务型功利选择模式、良心型情感选择模式、荣誉型价值选择模式和信念型理想选择模式;并对这四种行政行为选择的伦理模式进行了详细分析,归纳其特点和层次。同时,文章对行政行为选择的价值作用进行了总结,既通过行政行为选择,可以帮助国家公务员端正行为动机,把握行为方向,并确定行为方案以及帮助国家公务员获得善的结果。The ethic modes of administrative act selecting, based on the ethic motivations, can be divided into four types： an obligation type emphasizing the seleetor＇s motivation of material gains; a conscience type emphasizing the selectors better feelings; an honor type emphasizing the selector＇s oudook on values; and a belief type emphasizing the selector＇s seek for his own ideals. The paper has conducted a detailed analysis of these four types of the ethic modes of administrative act selecting, and discussed their features respectively. Finally the paper has also discussed about their influences, pointing out that proper ethic modes should help the government employees to clear their motivation, to find out a correct guidance and to design a proper plan when they select their administrative acts.
