摘　　要：运用哈默和钱皮的流程再造思想,提出以市场需求为出发点对公益类科研院所的发展战略进行再造。通过战略再造,逐步形成有利于公益事业和院所自身发展的事企业务有机结合,事企管理科学分层的转型时期公益类科研院所新型一体化发展战略。By analyzing hammer and champy＇s thoughts of process reengineering, the viewpoint is suggested that the development strategy of scientific research institutions should be reengineered based on the demands of marketing. According to the strategy reengineering, the combination of institution unit and business unit is generally formed, which is favorable to public institutions and scientific research institutions development. And a new integration of public scientific research institutions development strategy is also generally formed during institution unit and business unit management science layered transitional period.
