村民自治运行机制的完善

摘　　要：村民自治是社会主义基层民主的具体体现,其运行机制存在乡镇政府越位侵权、"两委"职责不清、村民民主意识淡薄等问题。完善村民自治运行机制,要重组乡村关系,规范乡镇政府行为,理顺"两委"、村委会与村民的关系,提高村民民主参与度,适度发展集体经济,为村民自治有序发展提供物质基础。Village people autonomy embodies socialism democracy at the basic level. There are many matters in operating mechanism of village people autonomy, such as tort acts of being offside of township government, unclear duty of two committees, and shortage in democracy. In order to promote it, we must perfect operating mechanism of village people autonomy, i.e. reforming relationships between township government and village committee to restrict the acts of town- ship government, straightening out relationships between village Party branch and village committee, villagers and village committee, to raise the percentage of village people participating in democracy, and moderately developing collective economy to provide material base for village people autonomy.
