摘　　要：自联合国成立以来,一直支持促进、发展和实施国际规范和标准。《联合国宪章》确立了以法治来替代强权,法治是联合国的核心价值和原则。联合国按照宪章推进国际法治的进程,对加强"国际法治"做出了重要贡献。要建立一个公正、安全、和平的法治世界,必须加强和协调国际法治。Since it＇s founding, the United Nations has supported the promotion, development and implementation of international norms and standards. The demand of the Charter for a rule of law aims at the substitution of right for might. The United Nations has contributed to the strengthening of the rule of international law. Cultivating a just , secure and peaceful world governed by the rule of law is a primary purpose of the United nations and its Member States, and strengthening and coordinating rule of law at the international level is essential to the realization of the purpose.
