摘　　要：在开放条件下,基于创新技术、标准等竞争优势而形成的国际竞争力所产生的本国资本对某产业的国际控制力——产业控制力,是产业安全的重要边界与核心,是产业安全的最高层次。通过产业控制力的实现,从而决定产品的定价权,控制财富的流量,实现产业的生存安全;同时通过产业控制力的实现,可以改变产业的发展进程和方向,实现产业的发展安全。产业控制力具有层次性,各层次是一种时间上继起和空间上的并存状态。产业控制力的实现,应从宏观、中观和微观三个层次分别入手,形成三位一体的互相补充、互相促进的网络结构。Under open circumstances, one country＇s capital＇s international control-power of a certain in- dustry based on its international competitive power formed through technological innovation and standard advantages-i, e. control-power of industry, is the boundary and core to industrial security, and rank as the top of it. The realization of control-power of industry can determine the prices of products, control the flow of wealth, and achieve the survival of that industry. Meanwhile, the exertion of this power can change the developmental process and direction of that industry, thus realizing the developmental safety of industry. Control-power of industry has many layers, which are subsequent in time and co-existing in space. The realization of control-power of industry ought to be carried out from the macroscopic layer, microscopic layer, and an intermediary middle layer, thus forming a mutually complementary trinity net-work structure.
