摘 要:政府投资是国家进行宏观调控及干预经济的重要方式,与经济增长之间存在互相促进、互相制约的关系。首先通过阐述6个发达国家政府工程管理体制的主要类型,归纳总结了其集中化、三化决策、专业化、预防与监督等共性特点;其次通过比较我国"代建制"的两种模式,得出"我国代建制中的第一种模式更接近于发达国家的管理模式"的结论,并分析了现行模式中制度、体制、法律中存在的弊端;最后提出了发达国家的经验对我国政府工程管理改革的启示及代建制的发展前景。Governmental investment is an important mode of national macro-control and economic intervention, which closely interacts with economic growth. First of all, common features of centralization, decision-making, specialization, prevention and supervision are summarized by way of illustrating the main types of governmental public project management in six developed countries. Then, the conclusion that “the first mode in the Chinese Construction Agent System is closer to the management system in the developed countries” is drawn on the basis of comparing two modes of “Chinese Construction Agent System”, and system-related, institutional and legal flaws existent in the current modes are also analyzed. Lastly, this paper discusses how informative the related experience of the developed countries is for reforming Chinese governmental public project management and the prospects of the Chinese Construction Agent System.
