生计渔业与商业渔业的初步探讨

摘　　要：从分析海洋渔业的现状入手,探讨了如何在中国海洋渔业导入生计渔业与商业渔业理念、发展海洋渔业的一些建议和思考。区分生计与商业渔业对中国沿岸带经济与社会发展具有重要意义。发展生计渔业应以渔村集体经济组织为基础,构建合作经济组织,实现社会福利最大化。发展商业渔业应推动现代渔业企业经营制度的形成,实现海洋渔业的可持续发展。The present situation of Chinese marine fishery was analyzed, and the concept of livelihood and commerce fishery based on the coastal fishing industry was discussed. Distinguish of livelihood and commerce fishery is important. The main purpose of commerce fishery was to win profit and livelihood fishery for sustaining the livelihood. Livelihood fishery development aimed to maximize social welfare by constructing cooperative economic organization based on fishing collective economic organization; while commerce fishery development aimed to promote the formation of modem fishery enterprise operating system and realize the sustainable development of marine fishery.
