摘　　要：本文提出了一种适用于低码率及无线信道的自适应码率控制算法。此算法以宏块为单位进行码率的分析处理,然后将宏块运动及纹理特征提取并抽象为宏块能量,最后根据宏块能量进行码率分配。实验显示,此算法有效提升码率分配精确度,使输出码率波动幅度很小;同时解决低码率视频压缩导致的图像空间质量不均匀的问题,提升图像主观效果。A novel rate control algorithm for extremely low bit rate and wireless channels is specified in this paper. The algorithm does rate analysis at an MB （Macro Block） level, and extracts the energy from motion and texture characteristics, finally allocates bits and controls the fluctuation according to the MB energy. Experi- mental results show that a higher accuracy of allocation of bit rate is achieved and the output bit rate is much smoother, as well as the improvement of subjective quality is considerable.
