摘　　要：在构建和谐社会中,城市文化具有指导性、引导性和先导性。城市文化是城市得以延续的重要内容。科学和艺术是城市文化的两大象征。公共图书馆是城市文化的标志和城市文明的象征。网络时代图书馆应该抓住发展的契机,政府应该在构建和谐社会的同时,饲养善养公共图书馆以达到"鸡蛋效应",惠及更多的百姓。This article focuses on the construction of a harmonious society. The urban culture has a guiding, leading and piloting feature. City culture is an important aspect for the continuity of the city. Science and art are the two major symbols of urban culture. Public Libraries are a symbol of urban culture and a symbol of urban civilization. In the time of network, libraries should seize the development opportunity.The Government should build a harmonious society at the same time, helping public libraries to grow in order to achieve： ＂egg effect＂ to benefit more people.
