摘　　要：乡镇政府是政府系统中的基层子系统,处于政府系统中的神经末梢的位置。承担着辖区内各项政治、经济和社会事务的具体职能,特别是在农村社会保障事务以及农村公共支出增加的背景下,从某种程度上说,乡镇机构改革的成败,关系到和谐社会的建设与推进。文章详细阐述了新农村建设对乡镇机构改革的新要求;分析了新农村建设下的乡镇机构改革要点;论述了乡镇机构改革——乡镇扩权在我国的实践以及乡镇扩权的影响及可能出现的问题。The village-and-town government, as the basic level government ,which is at the end position of the government system, carries out the concrete function concerning politics, economy, and social affairs. At the background of rural social security system ,the success of the reform contributes a lot to the construction and development of harmonious society. The new require and key points of the reform are concerned, as well as some possible problems, in this paper.
