云南水电移民实行“长效补偿”下的移民安置规划工作探讨

摘　　要：本文结合云南省金沙江中游水电移民安置采取以“长效补偿”方式实行多形式、多渠道安置农村移民，以解决水电建设与征地移民安置的矛盾，促进云南水电事业的发展。针对“长效补偿”基础上的移民安置规划工作、“长效补偿”与现行的国家政策、法规之间的关系，以及“长效补偿”机制的实施等，进行初步探讨，以期得到有关方面的关注，并与同行切磋。The paper settles the rural migration by adopting multiple ways and channels in the ＂long-acting compensation＂ mode for the allocation of migration for the hydropower projects in the Middle Reaches of Jinsha River in Yunnan Province, to solve the contradiction between the hydropower construction and migration settlement for expropriation of land, and promote the development of Yunnan hydropower industry. And it conducts preliminary discussion on migration settlement planning work based on ＂long-acting compensation＂, relations between ＂longo acting compensation＂ and current national policies, laws and regulations, as well as implementation of the ＂long-acting compensation＂ mechanism, to obtain the regard from the relevant departments and negotiate together.
