摘　　要：胡锦涛总书记提出了"不动摇、不懈怠、不折腾"的九字方针。贯彻"不动摇"方针就是要做到两个坚定不移:坚定不移地推进改革开放,坚定不移地走中国特色社会主义道路。贯彻"不懈怠"方针,就是要做到"两个永不":永不僵化,永不停滞。贯彻"不折腾"方针,就是要统筹"两个大局":统筹国际大局,统筹国内大局。Secretary-general HU Ji-tao put forward the nine-word principles ＂in no hesitation; in no laches; in no jactation＂. To carry out the principle ＂in hesitation＂ is to stick to the opening and reform policy and the Chinese-characterized socialist road. And the principle ＂in no laches＂ requires us two ＂nevers＂.. never be fossilized and never stagnate. To stick to the principle ＂in no jactation＂ is to plan both international and domestic overall situations as a whole.
