Analysis of the New Connotation of Guiding Principles for Safety Production and Expanding the Course of the Problem Concerning It Being Tackled in a Comprehensive Way

摘　　要：党的十六届五中全会对全面建设小康社会的安全生产方针从二个方面为其注入新的内涵:一是在原来的经济功能的基础上,进一步强调它的政治、文化、社会和道德的功能;二是在原来"安全第一、预防为主"的基础上,进一步拓展为"安全第一、预防为主、综合治理",反映了党和国家对安全生产规律认识的深化。推进综合治理进程必须做到:一是要从安全发展战略高度认识和提高落实安全生产方针的自觉性;二是必须坚持以安全发展为主题,坚守发展红线;三是应进一步深化安全生产管理体制的改革。Looking back change and development of guiding principles for safety production; then pointing out tow new connotation of safety production which the Fifth Plenary Session of Ten-sixth Central Committee give through carrying forward the good condition of it： on the one hand besides having economical function, function of safety production include political and cultural and social and normal one; on the another hand, in the addition to safety first and prevention first, the problem concerning safety production being tackled in a comprehensive way, which is a reflection of Party and Country understanding the law of safety production forward ; lastly, pointing out that three measures must be take to make the situation of safety stable and a good turning： at first, understanding in strategic view of safety development and heighten our consciousness of implementing policy of safety produetion, at second, hohting fast to safety development and forever no going against it, at thirst, taking vigorous action to expand the course of the problem concerning safety production being tackled in a comprehensive way through deeply reforming administrative system of safety production.
