湛江市土地利用总体规划实施的生态效应评价

摘　　要：为了量化土地利用总体规划实施对生态环境的影响,以湛江市为研究区,采用谢高地等提出的生态系统服务价值当量因子表,从生态系统服务价值的角度对湛江市土地利用总体规划(1997―2010年)实施的生态效应进行了定量评价。结果表明:1996―2005年,湛江市耕地、林地、牧草地、居民点及工矿用地、沼泽地的生态系统服务价值在减少,园地、水域和其它未利用地的生态系统服务价值在增加,生态系统服务总价值略有增加;2006―2010年,湛江市生态系统服务总价值进一步增加,但耕地、林地、居民点及工矿用地、沼泽地的生态系统服务价值进一步减少;湛江市土地利用总体规划的实施取得了一定生态效应,但远未达到规划预期目标。The implementation of comprehensive land use planning will change land use structure and distribution, and exert a profound influence on the ecological environment. To quantify the influence of the implementation of comprehensive land use planning made on the ecological environment, the ecological effects of the imple- mentation of comprehensive land use planning from 1997 to 2010 in Zhanjiang were quantitatively evaluated from the perspective of ecosystem services value by using the ecosystem services value unit area of Chinese terrestrial ecosystem proposed by Xie et al. As the results shown, from 1996 to 2005, the ecosystem services values of cultivated land, forestland, grassland, residential and mining land, and swampland were decreased, while those of garden land, water area and other unutilized land were increased. From 2006 to 2010, the total value of ecosystem services is to further increased, but it is still to be decreased for cultivated land, forestland, residential and mining land, swampland, which suggests that the whole function of ecosystem services in Zhanjiang was remained to be enhanced, but degradation was also found in some parts of the city. The actual total-value of ecosystem services for 2000 was reduced by 361.66 million Yuan when comparing with the planning value for 2000, and a decrease of 865.15 million Yuan is found for 2010, which indicates that some positive ecological effects have been obtained by the implementation of comprehensive land use planning from 1997 to 2010 for Zhanjiang and the planned objectives were far from to be achieved. Finally, suggestions for strengthening the ecosystem services function in the future revision of land use planning of Zhanjiang are presented.
