汕头口岸进出口商品退运情况调查分析

摘　　要：目的阐明汕头口岸进出口商品的退运情况,为决策者制定相关措施提供依据。方法对2007年1月～2008年12月从汕头口岸入境的所有退运货物进行了追溯性调查和监管,并对调查结果进行风险分析和评估。结果2008年法检外商品退运比2007年减少51.43%,在商品抽查中,发现多批次法检商品瞒报为法检外商品。结论为确保口岸进出口商品质量以及有效防止逃漏检行为的发生,决策者应采取一系列改进措施。Objective Elucidate the ship back situations in foreign trade in Shantou port to provide foundations of relevant measures taken by policy-makers. Method Conduct retrospective study and supervisions on the all returned cargoes in Shantou port from Jan. 2007 to Dec. 2008, as well as risk-analysis and evaluations on the investigation outcomes. Results Compared with 2007, returned cargoes of non-legal inspection decrease 51.43% in 2008. In the stop-checks, many batches of legal inspection cargoes are declared to be non-legal inspection. Results policy-makers shall adopt a series of measures to prevent omission of inspection in order to safeguardthe quality of entry-exit goods.
