河北省部分医疗机构依法执业现状调查与对策

摘　　要：[目的]了解目前河北省医疗机构依法执业现状,规范医疗机构及其从业人员的执业行为,净化医疗服务市场,积极探索医疗卫生监督执法的模式。[方法]制作调查表,随机抽取158家医疗机构,对其依法执业情况等进行调查。[结果]调查发现无证行医行为多发生在城乡结合部,使用非卫生技术人员、超范围开展诊疗活动等问题主要集中在二级以下的医疗机构,以民营医院、个体诊所尤为突出。基层医疗机构管理者及医务人员卫生法律意识淡漠。[结论]医疗机构应加强自身管理,依法执业。各级卫生行政部门、卫生监督机构应加强医疗卫生监管力度,重点对二级以下医疗机构,尤其是民营医疗机构加强监管,严格执法,加大对违法行为的查处力度。[Objective] To understood the current status of performance heahh supervision with the law in medical institutions of Hehei Province, and to regulate performance of medical institutions and their workers, so as to clean medical services market and explore model of the medical and health supervision. [Methods] 158 medical institutions were randomly selected to survey with serf-designed questionnaires, anti whether the supervision performance was in line with law was investigated. [Results] Medical practice without license was mainly in combination area of city and country, and unprofessional health workers and overrange clinical performance were concentrated in secondary medical institutions, especially private hospitals and private clinics. Mangers of primary medical institution and medical workers showed to be lack of legal consciousness. [ Conclusion] Medical institutions should strengthen their own management in line with laws. All levels of health administrative departments and health departments should strengthen supervision of medicine and health, and focus on the secondary medical restitutions and lower institutions, especially to strengthen supervision for the private medical institutions and strictly enforce the law as well as pay more attention for illegal behaviors.
