试论行风评议中的“黑箱”及对策——对“公关”与“拉票大战”的思考

摘　　要：对目前行风评议中出现的"公关"和"拉票大战"等现象的原因进行研究。通过对行风评议流程和主要角色的分析发现,由于评议过程中监控机制不健全和评议信息在评议各方的分布不均,围绕行风评议办公室和评议代表出现两大"黑箱",在利益驱动下,评议控制方和评议对象之间通过"公关"和"拉票大战"等行为寻租和利益博弈。因此,应建立和加强评议过程的监控机制和评议信息的公开机制。The reasons of the phenomina such as ＂Gongguan＂ and ＂Vote -contest＂ in Professional Climate Evaluation and Discussion （PCED） are explored. It is found that there are two ＂black - boxes＂ with Office of PCED and the raters because of ill monitor mechanism and information asymmetry in the process of PCED, and actors owning the power of control and the organizations evaluated, driven by interest, seek rent and gamble through behaviors of ＂Gongguan＂ and ＂ Vote - contest＂. So it should be done to establish and strengthen the monitor and information - open mechanism in PCED.
