摘  要:建立了节能发电调度协调理论的整体架构,重点研究了节能发电调度在空间尺度、时间尺度、电力生产环节、经济补偿机制、区域经济协调发展等方面的协调机制及协调模型。在空间尺度与时间尺度上,提出了"自下而上预决策及申报、自上而下决策、多级优化协调、逐级细化"的国家、区域、省3级节能发电调度的协调调度机制、协调调度模型及算法,该模型不仅考虑了3级节能发电调度在当前时间级的以电力系统安全稳定运行和连续可靠供电为约束、以节能减排为优化目标的协调,也考虑了当前时间级的3级节能发电调度与上一时间级、下一时间级之间的相互优化协调,确保节能发电调度的调度流畅性,最大限度地实现电力节能减排目标。An overall frame of the coordination theory for energy-saving generation dispatching is built up, and its coordination mechanism and coordination dispatch model in the space scale,the time scale,the power generation process,the economic compensation mechanism and the regional economic development are researched. A three- level coordination mechanism and coordination dispatch model of state,region and province in both space and time scales is put forward with algorithm,i.e."pre-decision and application from bottom to top, final decision from top to bottom,multi-level optimization and reification. It coordinates on current time-base the optimization objective of energy-saving and emission reducing with the restraint of safe and reliable grid operation,it also coordinates the objective of current time-base with that of previous or next time-base to ensure a smooth generation dispatch.
