体制改革:历史决定与主体选择——对《商榷》一文的回应与再论

摘　　要：《论我国体育改革与发展中的"体制迷恋"现象》一文并没有否定"体制保障"的必要性,只是基于现实中人们的"唯体制论"提出批判,并不主张从"唯体制"一端滑向"唯主体"一端。体制改革的主要表现形式和内容是制度变迁,"人"是制度变迁的主体。制度变迁主体的主动参与及其理性选择是体制改革取得理想成效的关键。个体的主动性及其作用是有限的但却是必要的。进一步研究认为,真正意义上社团组织的缺乏、政府力量过于强大、改革方向的模糊性与时间的不确定性是造成体制改革中"主体意识及其作用"缺失的主要原因。我国体育体制改革的现状整体上表现为"两头热,中间冷"的中梗现象。处于中间层面的体制内部利益主体是体制改革推进的主要和直接阻力。中间层面的体制内部利益主体首先需要解决观念上的羁绊,同时要表现出更高的姿态和切实的行动,而这正是进一步推进体育体制改革的关键。The thesis of ＂Fan＂ had not denied the necessity of ＂system safeguard＂, just criticized the ＂only system theory＂ based on the reality of people paid all their attention to ＂system＂, and did not advocate that we should slip from ＂only the system＂ to ＂only the main body＂. The research believed that the main manifestation and content of system reform is the system vicissitudes, ＂human＂ is the main body in system vicissitudes. The main body in system vicissitude initiative participation and the rational choice are the key of reform making ideal progress. The individual＇s initiative and function are limited, but actually necessary. Lack of social organization in true sense, the government＇s strength to be too formidable, the fuzziness of the reform direction and time uncertainty are the primary causes which create ＂lack of main body consciousness and the function＂. The whole present situation in the contemporary of our country sports system reform performs ＂two ends heat, middle cold＂ phenomenon. The system internal benefit main body in the middle is main and direct resistance in the organizational reform. The system internal benefit main body needs to solve in the idea fetters, simultaneously must display a higher posture and practical motion, this is precisely the key of in the advance of sports system further reform.
