摘 要:2008年以来,受到国际金融危机的影响,我国经济增长速度逐渐放缓,其中房地产行业受到很大影响。对此,各地政府积极采取各种措施,以期达到促进房地产市场稳定发展的目的。在经济增速放缓时期居民的购房意愿受此影响的程度,政府政策措施的有效性需要通过研究得出结论。调查结果表明:各地居民所购房屋类型的比例差别很大,住房市场运行状况存在明显的差异。有关政策建议是遵循分类调控的原则,将住房分配体系严格划分为保障型分配和市场型分配两部分,政府只在政策层面上加以引导,进行适度调控。Since 2008, China's economic growth has slowed down for the international financial crisis's impact, and the real estate industry is affected largely. In order to stabilize the real estate market, all the local governments have adopted supporting and saving measures. However, what extent of the government's measures influence on residents' purchase will and how about its effectiveness in the gradual downward economic cycle can't be evaluated without the empirical studies. In this paper, the survey shows that the house category proportion purchased by different regions' residents varies very much, and there is obvious difference among various regions' housing market operation. The relevant policy recommendations are guided by the principles of classification regulation, and the housing distribution system are divided into two parts: security-based distribution and market-based distribution. The government just guides the policy and carries out appropriate control.
