摘　　要：水利事业单位面临诸多风险,对各个风险事项进行计量评估具有重要理论和实践意义。运用层次分析法,结合问卷调查统计,可以计量水利事业单位风险损失程度和发生概率,从而较为科学地评估水利事业单位风险。根据评估结果,可以确定风险治理重点并采取有针对性的应对措施,并能构建行业标准值,作为主管部门和各单位开展风险测评的参照。Institution of water sector face varied kinds of risks. It is of theoretical and practical meaning for accounting and evaluating these risks. The degree of losses and occurrence probability of risks in these organizations is accountable by means of Analysis Hierarchy Process plus statistics collected from questionnaire survey. On the basis of evaluation results, coping measures should be adopted for determining the focus of risk elimination. Standardized value can be defined for the water sector as a reference in risk evaluation of respective departments and organizations.
