论俄罗斯风险投资市场的发展前景

摘　　要：通过对经济转轨的回顾与反思,俄罗斯政府已认识到只有依靠科技进步、技术创新才是拉动经济发展的根本出路。为了加强科技与经济的有效结合,俄政府从宏观和微观两方面采取措施,使得俄罗斯的科技风险投资基金得到了初步发展,其发展大致经历了三个阶段。俄政府职能部门的积极参与是建设基础设施和发展商务风险投资的重要因素。政府主动分担商务投资风险,重视和保护私营资本的发展,有利于激发他们的投资兴趣。俄罗斯的风险投资基金构成主要有三部分。经济转轨中俄罗斯风险投资主体运作模式属于准政府投资机构。随着俄经济5年的持续发展和国内政体改革的深入进行,风险投资的发展步伐越来越快,风险投资在国民经济发展中的作用也越来越明显。Through the review and reflection on economy transition, Russia Government has realized that progress in science and innovation on technology are the fundamental ways to promote economic development. In order to strengthen the combine science and technology with economy effectively, Russia Government has taken both the macro and micro measures to promote develop- ment of Russia＇s science and technology venture capital funds, whose development has roughly gone through three stages and has made an initial progress. Functional department of Russia government has played an active role in infrastructure construction and development of venture capital business. Through business investment risk - sharing initiative, attention and protection of private capital, the Government stimulates the interest of investment. Russia＇s venture capital fund has three major parts. And its way of function is quasi - government investment agencies. Along with Russia＇s 5 - years continuous development and the reform of its domestic political system, venture capital develops faster and faster in Russia, and its function in economy is also more and more obvious.
