摘　　要：高校期刊管理的出发点是提升期刊质量,落脚点是打造精品期刊。期刊管理者应转变观念,向服务要质量,树立管理即服务的新理念;以质量求发展,建立健全质量管理和评价体系;以人为本,建设一支优秀的期刊编辑队伍;以发展促和谐,营造一种积极向上的文化氛围,把期刊管理与科学发展观紧密结合。In order to enhance the quality of colleges＇ journals and eventually to build some prestigious colleges＇ journals, I think the managers of colleges＇ journals should change their concept from the traditional management to providing service. That is to say, we should bear in our mind that the managers are also the servants. And we also should set up a sound quality management and evaluation system and build an excellent team of journal editors, by which to improve the quality of colleges＇ journals and to promote their development. Moreover, we should develop and promote harmony, create a positive culture, combine the management of colleges＇ journals and the concept of scientific development closely.
