东北亚能源安全合作现状及发展方向分析

摘　　要：从能源安全与区域能源安全合作基本概念出发,分析了东北亚能源安全合作现状,指出能源增长的潜力与现实相悖,能源安全合作平衡性与主导权的争夺同在,能源安全合作的相互依赖与单边行动并存,提出实现大国关系良性互动、共同的能源安全政策及加强非核心能源安全是未来东北亚能源安全合作的方向。Northeast Asia resource safety cooperation situation is analyzed from the basic concept of resource safety and region resource safety cooperation. It is pointed out that the potential of resource growth is contrary to the reality; the balance of resource safety cooperation exists with the struggle of leading power and the mutual dependence of resource safety cooperation exists with unilateral action. It is put forward that realizing positive interaction of the relationships among big countries, common resource safety policy and strengthening non-core resource safety are the directions of future Northeast Asia resource safety coopration.
