摘　　要：以新医改为背景,重点讨论政策理念的转变对卫生投入、卫生绩效考评、卫生绩效侧重点的影响;进而从卫生系统的组织协调、卫生筹资、服务供方的支付方式、管制以及社会营销五个方面,探讨新医改方案中卫生政策改革对卫生系统绩效过程和结果的影响。Health system performance is a continuum of process and results;its ultimate goal is to improve the health status of residents. Through the realization of the functions of health systems,The article focuses on the impact of policy notion change on health investment,health performance appraisal,and health performance focus on the background of the new medical reform.Then it analyses the effects of the policy reform in the new medical reform on the process and results of health system performance from the areas of health system organizations,health financing,payment ways,government regulation,and social marketing.
