摘　　要：我国改革开放30年来,公安高等教育历经了三个重要发展阶段,即:全面恢复期、繁荣发展期、改革起步期。当前公安高等教育面临的形势与困惑迫使其改革与创新成为历史必然。在党中央、国务院统一领导下,充分发挥公安部、教育部宏观指导和地方党委、政府积极配合的双向作用,以招录分配体制改革为切入,以教育培训模式改革为核心,以参照军事院校管理改革为重点,以大教育大培训格局的建立为目的而稳步推进、分类实施。Since the past three decades of China＇s reform and opening up the, the higher public security education has experienced three important development stages, namely： full recovery satge, prosperiously - developed stge and initial stage. At present, the situation and confusion force it to reform and innovate which has become a historical necessity. Under the unified leadership of the CPC Central Committee and the State Council, it will give full play to the macro guidance of the Ministry of Public Security, the Ministry of Education and the active support from the local party committees and governments. To start with the distribution system, with the the reform of the training mode as the core, in the light of the military school management reform, the reform will be implemented in classificaton and steady progress.
