摘　　要：社会救助是应对贫困和失业问题的重要制度安排和社会政策,而社会资本可以帮助人们获得更多的资源。充分运用社会资本对社会救助的支持,能营造和谐稳定的社会氛围,提高政府救助的效率,更能促进我国社会救助事业的发展。本文通过阐述社会救助中社会资本的作用,并借鉴发达国家经验,提出了构建我国富含宏观社会资本、微观社会资本的社会救助系统的措施。Social assistance is the important arrangements and social policies for poverty and unemployment, and social capital can help people get more resources. Making full use of social capital can support the community to create a harmonious and stable social environment, improve the efficiency of government social assistance, and promote the development of China＇ s social assistance. By understanding the role of social capital in social assistance and drawing on the experiences of developed countries, china will construct its social assistance system which contains macro- social and micro-social Capital.
