摘 要:由福建省2001—2006年营运汽车数量的变化和福建省公路总里程的增加及公路密度的增长情况入手,根据欧Ⅰ和欧Ⅱ排放标准估算出2006年营运汽车排放的尾气总量.然后根据温室气体排放的社会费用标准,计算出2006年福建省营运汽车的尾气排量社会费用为1283.5万美元.然而现实中营运车主没有把这部分钱交纳给政府,导致政府治理空气污染时力度不够.We present the change of business vehicle numbers in Fujian during 2001 and 2006, together with the increase of total highway mileage and highway density in the same period. And the total volume of exhaust emissions from the business vehicles in 2006 is estimated, according to the Europe Ⅰ and the Europe Ⅱ standards. Then, using the Social Cost Standard of Greenhouse Gas Emissions, the total social cost of the exhaust is calculated. The result accounts to 12. 835 million dollars. In reality, however, the money does not actually move from the hands of business vehicle owners to the government, which is one of the reasons that the government often can not employ enough resource to deal with air pollution.
