乡(镇)政府职能转变探析——基于后农业税时代的视阈

摘　　要：在全面取消农业税的乡(镇)行政环境下,阐述了乡(镇)政府职能转变面临的实践困境,即乡(镇)政府能力呈弱化趋势、乡(镇)政府对上一级的依附性、乡(镇)干部双重角色冲突等,提出了后农业税时代乡(镇)政府职能转变的有效途径:(1)更新管理理念,转换角色;(2)加强改革,提升内动力;(3)强化社会管理和公共服务职能;(4)改革和完善公共财政制度。In the administration environment that the agricultural tax has been canceled all round in the township,the transformation of township government functions has fallen into practical difficulties,which includes the township government ability tending to be weakened,the township government dependent on the superior authorities in everything,and the township officials＇ dual role conflict.Accordingly the effective approaches for the transformation of township government functions in the post agricultural taxation period are proposed as follows.（1） Update management conception to change the role.（2） Deepen reform to strengthen the internal power.（3） Strengthen the functions of social management and public service.（4） Reform and improve the public finance system.
