摘　　要：农村劳动力转移是影响农业现代化的关键性因素之一。以研究农村劳动力转移与二元结构转换的关系机理为切入点,阐析制约中国农村劳动力顺畅转移的二元就业体制和城乡分立的基本公共服务供给体制问题,提出政府在农村劳动力转移过程中的职责定位和促进农村劳动力合理、有序转移的建设性建议。Rural labor transfer is one of the crucial factors that influence agriculture modernization. Starting from relationship rationale between rural labor and dual structure transformation, the paper analyzed system problems restricting smooth transfer of rural labor, namely dual employment system, different basic public service provision system between urban and rural areas, put forward constructive suggestions about government obliga- tion orientation in the process of rural labor transfer, as well as facilitating their reasonable and orderly transfer.
