英国住房制度对我国城市住房产业发展的启示

摘　　要：改革开放以来,我国城市住房建设和房地产市场取得了巨大成就,目前城镇居民人均住宅建筑面积已达到27.1平方米,住房自有率达81.7%。但是,仍有众多中低收入居民的住房条件还非常差,房价收入比过高,严重影响着中低收入居民的生活和和谐社会建设。为解决我国城市住房问题,尤其是中低收入者的住房问题,住房保障做得成功的英国经验值得借鉴。英国住房制度具有"四导"特点:政府主导、制度先导、自有为导和规划引导。以此为鉴,我国在解决城镇住房问题的方法和政策措施上应以住房发展规划为引导,加强政府对住房产业的主导作用,并采用切实可行的住房出售及出租方式,满足不同人群的住房需求。Enormous achievements in housing construction and market of real estate of cities in China have been made since the reform and opening - up. At present, the floor area of the per capita house of urban residents has already reached to 27.1 square meters, the house privatization rate is up to 81.7%. The house condition of numerous residents with low and medium level incomes is still very bad, the rate of house selling price to the income is too high, which has influenced the life of the residents with low and medium level incomes seriously and the harmonious social construction. In order to solve this contradiction, the successful experience of Britain house security system should be used. Through research and analysis of the Britain housing system, we sum up 4 characteristics of Britain system： government＇s leading, system guiding, privatization leading, planning guiding. Taking the advanced experience of Britain and taking the problems of the urban house of the present stage in our country for consideration, we propose methods, policies and measures to solve urban housing problems specifically, guided by the development planning of the house, strengthening the leading role in the industry of the house of the government, adopting the feasible house to sell and hire, meeting different housing needs. At the same time, taking house construction planning in Xuzhou city as an example, we should use GIS calculating method to predict the Eleventh Five - Year Plan period construction scale of the housing.
