摘　　要："三审制"是高校学报审稿中行之有效的制度。从审稿的视角对编辑初审和专家复审过程中如何评估来稿的新颖性、学术性、科学性、实用性进行了探讨,为保证审稿过程中的科学性、公正性,提出了初审和复审的侧重点和具体操作方式。通过对稿件实行定量定性的双盲匿名评审,可以客观公正地评价、判断来稿的学术水平和价值。We usually take ＂ three-level peer-review system＂ as the effective procedure to ensure the academic quality of a university journal. So we discussed about how to assess the originality, academic property, scientific nature, practicability of a research paper which is reviewed by editors first and then by experts. In addition, we also proposed the review emphasis and patterns, holding that the double-blind peer review in quantitative and qualitative terms can assess the academic level and value of the papers objectively and fairly.
