摘　　要：为了明确政府在住房保障实施中的责任,保证住房保障的顺利实施,从补贴方向、保障层次、投入领域及保障目的四种不同视角对住房保障实施手段进行了总结,分析其特点。在此基础上整合出以政府干预力度为核心的三维分析框架,并结合当前的住房保障实施手段,探讨了完善住房保障制度的具体政策措施。In order to make clear the government＇s responsibility on public housing implementation, and to make sure a well - off implementation of public housing security, a summarization of measures for implementation has been done from the perspectives of subsidy directions, security levels, devoting fields and security aims. A three - dimensional analysis framework has been drawn based on the depth of government intervention. Finally, some concrete suggestions are putting forward on how to perfect public housing security.
