摘　　要：第三代移动通信将向基于全IP的网络架构演进,3GPP提出了IMS即IP多媒体子系统的网络架构,在策略和计费等方面对多媒体业务提供了保障。文章首先简要介绍3GPPR7版本的IMS策略和计费控制(PCC)架构,然后引入两个开源软件平台OSIMS和UCTPCF,阐述其对PCC架构的实现,最后给出在此基础上实现IMS在线计费的方法。The third generation mobile communication network will evolve into based on all-IP network architecture. IMS （IP Multimedia Subsystem） proposed by 3GPP provides a guarantee for multimedia services in the areas of policy and charging. At first, this paper gives a brief introduction to policy and charging control architecture of 3GPP release 7. Then it describes two open source software platforms OSIMS and UCT PCF and the realization for PCC architecture. At last, it explains the design of IMS online charging on the basis of the two platforms.
