摘　　要：根据化学品泄漏处置过程和原则,将化学品泄漏处置分为初期应对、抢险救援和后期处理三个阶段。初期应对包括现状评估、区域管制、人员疏散和个体防护、灾情通报;抢险救援包括建立现场指挥架构,制定行动方案并组织实施,实现对泄漏的有效控制;后期处理包括人员和装备的洗消除污,以及现场环境恢复。同时,对管制区域、人员防护标准以及人员疏散原则和范围进行了界定,从而实现对危险区域的快速辨识,迅速组织人员疏散,保证现场人员的安全和健康。Emergency treatment procedure of chemical leakage accident is divided into three phases which includes initial response, emergency rescue and termination based on the treatment procedure and principals. Initial response includes onsite assessment, zoning, personnel protection and evacuation, notification; emergency rescue includes command system, incident action plan, and leakage control, termination includes contamination reduction and environmental restoration. And the zoning, personnel protection and evacuation are defined in this paper which could determinate the danger area and human evacuation quickly, prevent and reduce human injury or death.
