南水北调中线工程生产安置模式探讨

摘　　要：南水北调中线工程是条带状占地,工程线路长,影响村庄众多,需对这些村庄被占地农民给予妥善的安置,以恢复其生产和生活。根据国家有关法律法规,针对总干渠的占压影响情况,结合区域特点,现价段生产安置模式原则上以大农业为基础,通过中低产田改良、未利用地开发整理、旱地变水浇地等手段以及设施农业等种植农业的方式,或者对于有条件地区采取养殖农业的安置方式,以达到安置的目的。提出了随着城镇化进程和养老保险体制的不断建立,二、三产业安置以及养老保险安置,将成为今后被征地农民的重要安置途径的观点。The Middle Route of the South-to-North Water Transfer Project is a strip scale project with long distance and influence many villages. According to relative laws and regulations, these villages must be arranged to recovery the production and livelihood. Considering the real situa- tion, the production arrangement is executed through low and middle yield farmland improvement, wasteland development, dry land irrigation, facility agriculture extension and livestock breeding industry development in suitable areas. For special situation, for instance, the large land occupation area or sub-urban area, migration, arrangement in the secondary and the tertiary industry, and endowment insurance can be selected to arrange the local residents in occupied lands.
