摘 要:政府绩效评估是改进政府管理、提高政府效能的重要手段和工具。当前地方政府绩效评估实践中,面临着职责不清、管理不规范、绩效评估中信息不健全、管理制度尚未建立等诸多困境。因此,本文认为,依法明确各级政府职责权限、完善政务公开制度、规范地方政府行为、建立和完善地方政府绩效管理制度是走出地方政府绩效评估困境的基本对策。The Government Performance Evaluation is an important means and tool to improve the efficiency of government. In recent years, local governments have accumulated some experiences in the process of carrying out the performance evaluation. However in current practice, the local government performance evaluation is facing with some problems. Such as, some local government duties are unclear. The management is not standardized. Performance Evaluation has not right information. cal government performance management system has not yet been set up and so on. Clearing responsibilities at all levels of government authority in accordance With the law, improving the disclosure system of administrative affairs, standardizing the local government behavior; and building and perfecting local government performance management system, are really the basic countermeasures to local government performance evaluation.
