摘　　要：在现代社会,由于行政职能的日益扩张,可供使用的资源和资金的短缺以及利益主体的多元化,客观上要求行政主体在作出行政行为前必须统一步调,整体安排,因而行政规划日益成为国家实现政府职能的重要手段。行政规划的性质是行政规划的基本理论问题,也是正确处理行政规划案件的基础性问题。研究行政规划的性质,对于促进政府依法行政具有积极的意义和作用。In modem days, the government must plan their deeds before they carry them out because of the diversification of the main benefits and the shortage of resource and funds. The Planning Administration has become the im- portant means for the government. The nature of Planning Administration is the fundamental theory of the Planning Administration. The analysis of the Planning Administration is very important to the promotion of the Government Administration in accordance with the law and to expand the relief channels.
