提升自主创新能力的信贷政策评估——基于江苏省结构模型的分析

摘　　要：基于1952-2006年55年的相关数据,建立了一个中等偏小规模的地区结构模型,用于评估江苏省提升自主创新的信贷政策,揭示其中信贷政策与经济增长的关系。结论显示:第一,江苏省所实施的货币信贷政策不仅提升了自主创新能力,还促进了地区经济增长,且其作用力度具有强化趋势,表明江苏省提升自主创新的货币政策是积极有效的;第二,自主创新能力的提升在经济发展中发挥着重要的推动作用,同时经济发展水平的提高也将促进自主创新能力的提升。基于这些结论,认为强化货币政策在提升自主创新能力中的作用宜加大货币信贷的力度和提高货币信贷的效率,同时还应注重与其他政策的协调。Based on the series data of 1952 -2006, this paper builds a structural model of medium scale to evaluate the credit policy of promoting autonomic innovation ability, and shows the relationships between credit policy and economic growth. Some main conclusions are drawn： Firstly, credit policy implemented in Jiangsu not only promoted autonomic innovation ability, but also advanced development, which shows that Jiangsu Provinces credit policy was effective. This effect will be strengthened. Secondly, autonomic innovation and economic development promoted each other. In the end, the paper gives some suggestions： in order to promote autonomic innovation ability, more credit should be given, credit efficiency should be increased, and other policies should be carried out at the same time.
