构建“强县扩权”改革的制度基础——基于对潜在隐患的规避

摘　　要："强县扩权"改革是我国社会经济发展和现阶段国家宏观政策推动下提高政府行政效率的一种大胆尝试,但基于我国目前的社会资本存量和政府权力运行现状,我们不能不担虑"强县扩权"改革可能产生潜在隐患。只有通过选任制度改革、绩效管理、目标管理等方面着手强化信息对称和共识建设,同时改善舆论环境、加强群众监督,才能为"强县扩权"改革奠定权力良性运行的基础。Reform of ＂Increase Power of the County＂ is a bold attempt to improve the efficiency of government administration under the background of social and economic development, pushed by the present national macro policies. But based on China＇s current social capital and government power operation situation, we have to worry and think over the potential hazards produced by reform of ＂Increase Power of the County＂. It is only through the election system reform, performance management, target management and other aspects, strengthening information asymmetry and consensus building, at the same time improving public opinion environment, strengthening supervision of the masses, the foundation of virtuous operation power can be laid for the reform of ＂Increase Power of the County＂.
