摘　　要：通过文献资料法,研究美国大学校际体育竞赛联合会(简称NCAA)管理规章制度建立机制,期望为中国大学生校际体育运动竞赛组织管理制度建立机制的完善提供一些有益的参考。NCAA为保障该联合会运动竞赛计划的顺利实施,建立了非常完善的管理规章制度建立机制。该联合会设立了不同层次的立法组织机构、制定了一系列关于立法权和立法程序的相关条款,形成了比较完善的管理规章制度体系。By method of literature, study on the legislation process of rules and bylaws of National Collegiate Athletic Association. Providing suggestions for national collegiate athletic in China. Study shows that NCAA has established effective system of rules and bylaws for ensuring performance of athletic programs. NCAA have founded several levels of governance structures of legislation, and defined legislation authority and legislation process, and adopted all round the items of rules and bylaws for the collegiate athletic programs.
