摘　　要：作为一种新型的工业组织形式,生态工业园(EIP)得到了人们的广泛关注。本文在对EIP内涵进行界定的基础上从工业生态、生态系统和景观生态三方面论述了其运作的基础理论;提出应依照总体规划、分步实施的原则进行EIP的规划,即在项目背景分析的基础上,对物质流系统进行科学规划,然后分步开展共生网络的合理构建、环境友好的系统设计和生态文化的营造等,最终将EIP建成功能完备、环境友好、景观优美、文化浓郁的工业生态社区。As a new model of industries organizing, the Eco-Industrial Park （EIP） has obtained more and more attentions. In this paper, on the basis of the analysis about dimensions of EIP, the main operation theories are put forward： the industrial ecology, the ecosystem theory, and the landscape ecology. Then, a method of the EIP designing is suggested that the construction of the EIP should follow the master plan, then the detail plans. In other words, after the background analysis, a material flow system should be established; then the symbiotic industrial network, environment friendly design and the ecocultural creation. The aim of these works is making the EIP an ecology community of industries, whose functions is multiple, environment is friendly, landscape is beautiful, and culture is rich.
