摘　　要：《城乡规划法》的实施对小城镇总体规划的编制提出了新要求,文章从小城镇总体规划编制的现状问题出发,对规划理念的转变、规划内容的完善进行了阐述,提出小城镇总体规划的编制要在统筹城乡、保护资源和平衡各方利益的理念指导下,加强总体规划的战略性和综合性,强化和充实镇域规划的内容,提高规划的应对能力和开放性.The implementation of Urban and Rural Planning Act demands new requirements for hatching the master plan for small towns. Based on the status quo of master plan for small towns, the author addresses two issues, that is, the change of planning ideas, and the improvement needed for the planning content. According to the idea of coordinative development of urban-rural areas, protection the natural resource and balancing the benefit of all parties, the author points out that the master plan for small towns should strengthen its strategy and integrity, and consolidate and enrich the content of the planning.
