新型农民资金互助组织的发展现状、问题及对策研究

摘　　要：当前,农民资金互助合作组织在实际运行中暴露了一些问题,主要表现在农民资金互助合作组织缺乏调动社员积极性的利益激励;缺乏政府金融机构向农民资金互助合作组织融资的资金支持;贫困村互助组织中缺乏具备金融知识的人才,管理和服务水平不高;发展互助资金的规模太小且试点覆盖面较小等方面。政府应明确农民资金互助合作组织的定位,给予相关财政和货币政策的支持;加强村级互助组织骨干培训,提高为民办事的能力和管理水平;抓好发展互助资金规划实施,逐步扩大项目覆盖面;探索建立规避风险机制,推动发展互助资金健康发展。Currently, farmers＇ mutual financial organization exposes some problems in practice： the organization is lack of benefit incentive arousing farmers＇ enthusiasm, lack of fund support of financing from government financial institution, and lack of talent with financial knowledge; the level of its management and service is low; the fund scale of mutual help and the coverage of experimental units is too small, etc. Hence, the government should clarify the position of farmers＇ mutual financial organization, provide relevant support in financial and monetary policy, strengthen backbone training to increase the levels of working and management, guarantee the implementation of mutual fund plan to gradual expand the coverage of the project, and establish risk avoidance mechanism to promote the healthy development of mutual funds.
