关于东北综合经济区提升为高新技术产业基地的现实论证

摘　　要：东北综合经济区必须抓住机遇,依托产业、人才、地缘等优势,加快现代中药和生物药、光电子及信息产业、航空航天产业、新材料产业等高新技术产业基地建设。而对于目前存在的区域金融环境恶化、自主创新能力薄弱、人才机制建设落后、政府服务意识低下等问题,必须采取有效措施加以解决:积极拓展国际合作,主动寻求国际技术支持;改善区域金融环境,保障科技发展资金支持;实施人才强区战略,保证科技发展智力支持;提高自主创新能力,突破科学技术发展瓶颈;强化政府服务意识,形成政产学研一体化局面。In accordance with the strategic plan of the 17th National People＇ s Congress, now it＇ s necessary for China to promote rapid and healthy development of new - and high - technology industries and to push forward industrial restructuring and transformation of the economic development pattern. That requires the Northeast Compre- hensive Economic Area to seize opportunities and make the best use of its advantages in industries, talents and location to speed up the construction of new - and high - technology industrial base of modern Chinese medicine and biological medicine, optoelectronics, information, biotechnology, new materials, aerospace, and so on. However, effective measures must be taken to solve those problems which are adverse for the developments of new - and high - technology industries, such as the existing deterioration of the regional financial environment, the weakness of independent innovation capability, the backwardness of the talent - pool construction, the lagging awareness of public service. Measures include ：1 ）to actively expand international cooperation and take the initiative to seek internation- al technological support;2）to improve the regional financial environment and ensure the financial backing for scien- tific and technologic development;3 ）to implement the strategy of ＂Talent -enhanced Regional Development＂ and ensure intellectual support for scientific and technological development;4）to enhance China＇ s capacity for independent innovation and break through the ＇ bottleneck＇ of scientific and technologic development ;5 ） to strengthen the consciousness of government services and form the institute. Only in this way can we achieve the strategic plan to Area into the New- and High- technology Industrial Base. integration of government, industry, academy and transform the Northeast Comprehensive Economic
