摘 要:通过对"省直管县"改革的理论研究与实践探索的理性反思可以发现,"省直管县"并不能从根本上解决县乡财政困难和实现基本公共服务均等化,它不仅受激励因素推动还要受约束条件的限制,因此不能过于看"恶"地级市而纵容县级政府的"要权"冲动,我们在改革方案及其实施路径的选择上应更加谨慎,以确保这项改革积极、稳妥、有序地推进。By rationally examining the theoretical researches and practice in "direct administration of county by provincial government", this article finds that "provincial administration of county" cannot help resolve the fiscal difficulties at county and township levels and lead to equalized provision of public services. The reform is not only promoted by incentive factors but also restricted by constraints. Therefore, no exaggeration should be made of the "evilness" of prefecture government and the request for power from county government should not be encouraged. It is necessary to be more cautious in the selection of reform program and its implementation so that the reform will be positive, safe and in good order.
