完善农村基层选举法律制度的对策思考

摘　　要：当前,在我国各地农村选举中,贿选、指选、派选、程序违法等现象时有发生,严重影响我国民主法治建设进程与农村的社会稳定。为此,本文剖析了农村基层选举法律制度中存在的诸多问题,并提出相应的完善对策:(1)完善相关的法律法规,细化选举程序,明确违法行为的处罚主体与处罚形式;(2)健全监督制约机制,明确监督主体,完善监督程序和方式;(3)加强农村法制教育,提高选民的法律知识和民主意识,最大限度地保障农民选举权的有效行使。The frequent vote-buying, selected or appointed candidate, procedure breach, etc., in the rural grassroot level election, has seriously hindered the democracy and legal system construction in China and endangered the stability in its rural areas. Such problems in election are therefore studied, and the proposed approaches for its perfection include： drafting the related laws and regulations, improving the supervision organs and process, and reinforcing the legal education.
