政府治理模式的演变路径与构建方略——基于政府与公民社会关系的视角

摘　　要：我国公民社会的不断成长和壮大,改变了政府与公民社会的关系模式,从而促成了政府管理模式的深刻变迁。建国以来,我国政府管理模式经历了由统治型政府向管制型政府的嬗变,并将向善治型政府模式迈进。善治型政府模式模式的构建,离不开"积极公民"与"积极政府"的相互合作与共同努力。政府应致力于增强公民的参与意识和参与能力,大力培育和发展民间组织,改革政府管理方式。The growing civil society in China has changed the relationship between the government and the civil society, which has promoted the profound changes in the government administration mode. Since the founding of PRC, the government administration mode in China has experienced the evolution from rule-based government to control-oriented government, and it will finally develop into governance-oriented government. The establishment of effective governance-oriented government mode will not be possible without mutual cooperation and joint efforts between ＂active citizens＂ and ＂active government＂. The government should try their best to enhance the participation awareness of citizens and improve their abilities through fostering civil organizations vigorously to reform the government administration mode.
