冰雪冻害对森林火灾的影响及防御措施

摘　　要：根据灾后调查资料,分析2008年初南方低温冰雪冻害之后森林火灾的特点,论述低温冰雪冻害对森林火灾的影响,提出如下减灾防灾措施:地表可燃物的清理与针阔混交;严格控制火源;修建地面防火道路、加强生物防火林带建设和以水克火防火工程;积极开展科学森林防火,提高森林防火的科技水平;积极宣传森林防火法规法制和积极探索适合国情的森林火灾保险制度。According to the investigation after the disaster, the forest -fire＇s characteristics resulted from the low temperature snow and ice freeze in the south at the beginning of 2008 were analyzed. The infulence of the low temperature snow and ice freeze on forest -fire were discussed. Some measures to reduce and prevent this disaster are proposed as follows：clean up surface combustible substances and plant conifer and broadleaf trees;control fire hazard; construct ground fire protection path, strengthen forests to prevent fire;carry out scientific forest fire protection positively;enhance techniques for forest fire prevention;publicize forest fire protection laws and regulations and explore the forest- fire insurance system appropriate to the national conditions.
