论海南产业政策发展方向及其立法完善

摘　　要：海南经济具有岛屿经济的显著特征,经过多年的探索,海南确定了"一省两地"、"建设生态省"的总体发展战略,并明确了今后重点发展的十大产业和将海南划分为五个功能经济区的产业布局。但海南的产业政策还有很多不足之处,产业政策立法也存在产业政策法体系不完整、立法重点不明确、立法程序不科学等问题,需要进一步加以完善。Hainan economy presents prominent characteristics of island economy. Having researched for many years, Hainan established an overall develoment strategy, i.e. ＂One Province, Two Bases＂ and ＂to build an ecological province＂, and clearly put forward its ten key industries to be emphasized in future and its industrial layout of five functional economical divisions. However, there are still many deficiencies in its industrial policy. Industrial policy legislation, such as incomprehensive system, inexplicit emphasis, unscientic procedure and so on, need further improvement.
